Request to refrain from traveling to the Northern Territories

Although the Northern Territories are inherent parts of Japanese territory, they are currently under Russian occupation without legal grounds. If a Japanese citizen were to obtain a Russian visa and were to travel to the Northern Territories, it would be as if they were subject to Russian "jurisdiction" in the Northern Territories, which is incompatible with the position of the Government of Japan. Accordingly, the government requests that Japanese citizens refrain from traveling to the Northern Territories, based on the 1989 Cabinet understanding on the issue of Japanese citizens entering the Northern Territories.
